February 3rd begins

Addressed to Mr. Howe telegram No.15 of February 3rd repeated to Tokyo Commander in Chief, General Officer Commanding Shanghai Tsingtao Chefoo, Senior Naval Officer Weiheiwei from

Consul, Weiheiwei.

My telegram No.12. In view of important foreign treaty rights friction will almost inevitably result from Japanese intervention at Weiheiwei. aintenance of peace and order together with proper administration of this territory are assured provided there is no such intervention, and no anti- Japanese sentiment or activities will be tolerated.

2. If intervention, which is considered to be totally unnecessary, is insisted on by Japanese I request that ample notice of Japanese wishes and intentions may be given to me.
